International Day in support of victims of Torture

On the International Day in support of victims of Torture, the Ministry of Foreign Affairs and Expatriates of the State of Palestine reiterates the right of the Palestinian people to enjoy the protection and opportunities they are entitled to. They should not continue to be exposed to a life of threats and lack of security under a colonial occupation.

Palestinian detainees have been subjected to terror, insecurity, and injustice under the ongoing prolonged Israeli colonial occupation that started fifty-three years ago. Currently, Israeli occupation forces detain over 4600 Palestinians; including 180 children, 39 women and 373 under arbitrary administrative detention. They languish in Israeli detention centers in breach of international law. They are subjected to torture methods, solitary confinement, and other inhumane practices under the illegal Israeli military system. Furthermore, Israel, the occupying power, still withholds the bodies of 268 Palestinian martyrs in violation of article 130 of Fourth Geneva Convention and article 34 of the first Additional Protocol.

The Ministry of Foreign Affairs and Expatriates recalls the affirmation of the UN committee Against Torture that house demolitions carried out by Israel, the occupying power, amounts to an act of collective punishment, which is equivalent to an act of Torture and ill-treatment.  Collective punishment and torture of the Palestinian People are an inherent part of the colonial practices designated to prevent the Palestinian right to Self-determination and are part of the Israeli annexation plan.

The international community have duty to ensure respect of international treaty and customary law, and must uphold its responsibilities towards the Palestinian people by holding Israel, the occupying power, accountable for its illegal actions. On this solemn date, the Ministry of Foreign Affairs and Expatriates reiterates that the State of Palestine will spare no effort and use all available mechanisms under international law to ensure that Palestinian people right to life, free from torture, inhumane and degrading treatment is safeguarded and respected.
