The Ministry of Foreign Affairs and Expatriates welcomes the latest report of the United Nations Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, Ms. Francesca Albanese, entitled “Gaza Genocide: A Collective Crime”.

This report constitutes a courageous document of truth, a principled articulation of law, evidence, and integrity. It exposes the reality of the ongoing genocide against the Palestinian people in Gaza and the broader framework of settler-colonial domination, prolonged military occupation, and apartheid imposed by Israel, the illegal occupying Power.

For decades, impunity and double standards have emboldened Israel to commit systematic and grave violations of international law. The failure of influential States to uphold their legal obligations, by providing diplomatic cover, political protection, and military and economic support, has turned this genocide into a collective crime.

The Ministry commends Special Rapporteur Francesca Albanese for her professionalism, integrity, and moral courage in fulfilling her mandate despite relentless political pressure and smear campaigns aimed at silencing truth and shielding perpetrators.

The State of Palestine affirms that this report should mark a turning point for the international community. The genocide in Gaza is not only a tragedy for the Palestinian people but a test of the international system’s ability to uphold justice, equality, and the rule of law. States must move beyond words and take concrete measures to meet their obligations under international law. It is no longer acceptable to manage the consequences of Israel’s occupation and apartheid; it is time to end them.

The New York Declaration on the Peaceful Settlement of the Question of Palestine provides a clear and actionable roadmap to end the genocide in Gaza, ensure accountability for grave international crimes, and secure the recognition and embodiment of an independent, sovereign, and contiguous State of Palestine on the 1967 borders, with East Jerusalem as its capital. The State of Palestine urges all States to implement the Declaration’s commitments, including the imposition of sanctions and arms embargoes, and to cease all forms of political, military, and economic support or complicity that enable Israel’s impunity.
