Remarks by H.E. Riad Malki, Foreign Minister of the State of Palestine, at the 2nd Ministerial meeting of the Group of Friends of Victims of Terrorism, 28 September 2020
It is no coincidence that our efforts are led by Afghanistan and Spain, two countries which know only too well the pain and suffering endured by victims of terrorism. We thank them for their leadership. We also express appreciation for the efforts of the UN Office of Counter-Terrorism.
In Palestine, as in many of your countries, victims of terrorism rely heavily on community-based support and national solidarity. We cannot but salute the efforts made to enhance international solidarity and support for all victims of terrorism, as unfortunately the impact of this global threat is felt everywhere and requires an international response not only on the political, legal and security levels but also on the human level.
An integral part in our efforts to counter terrorism is bringing perpetrators of terrorist acts to justice in accordance with the rule of law and human rights. As such, the State of Palestine has established effective rule of law-based national measures for the investigation of crime, prosecution of perpetrators, and protection of victims. The State of Palestine has also turned to international mechanisms to ensure accountability and redress for international crimes perpetrated against the Palestinian people. Victims of terrorism deserve and expect first and foremost justice and the Palestinian victims are no exception .
We believe that all four pillars of the UN Global counter terrorism strategy are equally important and call for more attention to be given to the first and fourth pillars, both of relevance when it comes to victims of terrorism.
Respect to victims of terrorism also entails not using their suffering to justify oppression, racism or xenophobia. Their ordeal should, on the contrary, further our commitment to the rule of international law and our respect for human dignity.
We thank the Secretary General for the recommendations contained in his report and stand ready to work with you to advance their implementation at the national and international levels.
