Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

(23-29 May 2019)

• Israeli forces continued to use excessive force against the peaceful protestors in the Gaza Strip.
• 11Palestinian civilians, including 3 children, a paramedic, and a journalist, were injured.
• A Palestinian child was wounded in the West Bank.

• Israeli forces conducted 54 incursions into Palestinian communities in the West Bank and 7 other incursions into Jerusalem.
• 72 Palestinian civilians, including 12 children and a woman, were arrested in the West Bank.
• Twenty-five of them, including 8 children and a woman, were arrested in occupied Jerusalem.
• Shooting incidents were reported against the border areas of the Gaza Strip.
• Two Palestinian civilians were wounded, east of Khan Younis in southern Gaza Strip.

• Israeli authorities continued their settlement activities in the West Bank.
• An under-construction house in -‘Abayyat village and agricultural facility in Shoshahla village in Bethlehem were demolished.

• Israeli authorities continued to create a Jewish majority in occupied East Jerusalem.
• Israeli forces prevented Palestinian worshipers from al-I’tikaf (a period of staying in a mosque for a certain number of days to perform prayers) and forcibly ordered them to leave the al-Aqsa Mosque.
• None Shooting incidents were reported against the fishing boats in the Gaza Strip Sea.
• Israeli forces turned the West Bank into cantons and continued to impose the illegal closure on the Gaza Strip for the 13thconsecutive year.
• Israeli forces established 92 permanent checkpoints and 113 temporary checkpoints in the West Bank.
• Five Palestinian civilians were arrested at military checkpoints in the West Bank.

Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (23 – 29 May 2019).

Shooting:

• In the Gaza Strip, the Israeli forces continued to use lethal force against the participants in the peaceful protests organized along the Gaza Strip borders, which witnessed the peaceful protests for the 59th week along the eastern and northern border area of the Gaza Strip. They also continued to use force as well during the incursions into the West Bank. In the Gaza Strip, Israeli forces wounded 11 civilians, including 3 children, a paramedic, and a journalist, while participating in the Return March. Moreover, 2 Palestinian civilians were wounded after being targeted in the border area of the Gaza Strip. In the West Bank, Israeli forces wounded a Palestinian child.

• In the Gaza Strip, Israeli forces wounded 11 civilians, including 3 children, a paramedic and a journalist, while participating in the 59th Friday of the Return March.

• As part of targeting the border areas, on 26 May 2019, Israeli forces opened fire and fired an artillery shell at 2 Palestinian civilians, who were about 250 meters into the east of Um al-Mahd area, east of ‘Abasan al-Jadidah village, east of Khan Younis. As a result, they sustained shrapnel wounds. The injured civilians stayed in the area for an hour after which a number of farmers arrived and transferred them to Gaza European Hospital.

• In the West Bank, Israeli forces wounded a Palestinian child during the reported period.

Incursions:

During the reporting period, Israeli forces conducted at least 54 military incursions into Palestinian communities in the West Bank and 7 other incursions into Jerusalem and its suburbs. During those incursions, Israeli forces arrested at least 47 Palestinians, including 4 children, from the West Bank, while 25 other civilians, including 8 children and a woman, were arrested from Jerusalem and its suburbs.

Israeli authorities continued to create a Jewish majority in occupied East Jerusalem.

Despite their claims to provide facilities for Palestinian civilians in Ramadan and allow them to perform prayers in al-Aqsa Mosque yards in occupied Jerusalem’s Old City, Israeli forces continued to impose restrictions on them, including the city residents. During this week, and for the second consecutive week, large forces of Israeli soldiers raided al-Aqsa Mosque after al-‘Isha and al-Taraweeh prayers and forcibly ordered al-Mo’takefeen, who are staying in the al-Aqsa Mosque for a certain number of days to perform prayers, to leave the mosque.

Israeli Forces continued their settlement activities, and the settlers continued their attacks against Palestinian civilians and their property

• As part of the Israeli house demolitions and notices, on 23 May 2019, Israeli bulldozers demolished an under-construction house in Khalyil al-Louz area near al-‘Abayyat village, east of Bethlehem, under the pretext of non-licensing. The house, which is comprised of 40 square meters belongs to a person from Surbaher village in occupied East Jerusalem.

• On 27 May 2019, Israeli forces destroyed an agricultural facility in Shoshahla village near al- Khadir village, south of Bethlehem, under the pretext of non-licensing. The 40-sqaure-meter agricultural room belongs to Mohamed Ahmed Salah.

Details

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip.

Thursday, 23 May 2019:

• At approximately 12:20, Israeli forces moved into Qifin village, northeast of Tulkarm amidst opening fire. They raided and searched several houses. Meanwhile, a number of Palestinian children and youngsters gathered and threw stones at Israeli soldiers. The soldiers fired rubber bullets at them. As a result, a 16-year-old child was hit with a rubber bullet to the abdomen. He was taken to Dr. Thabet Governmental Hospital in Tulkarm to receive medical Treatment.

• At approximately 02:00, Israeli forces moved into Ourif village, south of Nablus. They raided and searched 2 houses belonging to Oseid Mohammed Abdul Hafith Shuhadah (24) and Anwar Yahiya Falah al-Safadi (32) and then arrested them.

• At approximately 02:30, Israeli forces moved into al-Zababdah village, southeast of Jenin. They raided and searched 2 houses belonging to Taha (31) and Mahdi Najeh Mahdi al-Sharqawi (33) and then arrested them.

• Around the same time, Israeli forces moved into Kufor Ne’mah village, west of Ramallah. They raided and searched a house belonging to Oseid Mohammed Abu ‘Aadi (24) and then arrested him. It should be noted that Oseid is a student at Birzeit University.

• At approximately 03:00, Israeli forces moved into Qalqiliyah. They raided and searched 2 houses belonging to Bilal Abdullah Hutari (25) and Saji Mohammed Abu ‘Athbah (27) and then arrested them.

• Around the same time, Israeli forces moved into ‘Azzoun village, east of Qalqiliyah. They raided and searched a house belonging to Mahmoud Nidal Saleem (24) abd then arrested him.

• At approximately 03:30, Israeli forces moved into Kufor Qaddoum village, northeast of Qalqiliyah. They raided and searched a house belonging to Abdullah Bashir Obeid (19) and then arrested him.

• At approximately 03:40, Israeli forces moved into al-Mazra’ah eastern village, northeast of Ramallah. They raided and searched several houses after which they arrested 4 civilians, including 2 brothers, namely Mos’ab Bassam Rayan (26), Ashraf Hashem Sa’ad (22), Mohammed Ghadoub Sa’ad (21) and his brother Fayez (23).

• At approximately 04:00, Israeli forces moved into Fasayel village, north of Jericho. They raided and searched a number of houses after which they arrested 5 civilians. The soldiers then confiscated a car with Israeli registration plate belonging to Mousa Nawawrah. The arrestees were identified as Mahmoud Mohammed Nawawrah (23), Abdullah Mahmoud Nawawrah (27), Mohammed Abdul Qader Ta’amrah (20), Sami Mousa Nawarah (19) and Mohammed Ahmed Nawawrah (24).

• At approximately 05:30, Israeli forces moved into Juyous village, northeast of Qalqiliyah. They raided and searched a house belonging to Oseid Shawkat Abu Samhah (22) and Sameh Shawkat Abu Samhah (47) and then arrested them.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: Hebron, Yatta and Karmah.

Friday, 24 May 2019:

Note: During the aforementioned day, Israeli forces conducted (4) incursions in the following areas and no arrests were reported: Beit Awla, al-Thaheriyah, Hadab al-Fawar villages and al-‘Aroub refugee camp in Hebron.

Saturday,25 May 2019:

• At approximately 01:00, Israeli forces moved into Beit Ummer village, north of Hebron. They raided and searched a house belonging to Mohanned Abdul Hsmid Abu Maria (19) and then arrested him. Meanwhile, a number of young men threw stones at Israeli vehicles. After that, a number of soldiers stepped out of their vehicles and randomly fired sound bombs and tear gas canisters. As a result, a number of young men suffered tear gas inhalation.

• At approximately 02:50, Israeli forces moved into Kufor Qaddoum village, northeast of Qalqiliyah. They raided and searched a house belonging to Abdul Salam Mohammed Eshtiwi amidst firing rubber bullet, sound bombs and tear gas canisters. As a result, the house residents suffered tear gas inhalation.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: al-Fawar refugee camp, al-Shuyoukh and Nuba villages in Hebron.

Sunday, 26 May 2019

• At approximately 00:20, Israeli forces moved into Qifin village, northeast of Tulkarm. They raided and searched several houses and then arrested 4 civilians, including a child, namely Mohammed ‘Adel Ibrahim Ta’mah (15), Khalil Mowafaq Ta’mah (22) Ayman Yusuf Mar’I Zain (23) and ‘Adel Ibrahim Ta’mah (23).

• At approximately 01:30, Israeli forces moved into Beit Ummer village, north of Hebron and stationed in the center of the village. They raided and searched 2 houses belonging to ‘Ala’a Saddam ‘Ali Salibi (28) and Yasser Jihad ‘Ali Abu Dayah (18) and the arrested them. meanwhile, a number of young men gathered and threw stones at Israeli vehicles that were passing in ‘Asidah area. A number of soldiers then stepped out of their vehicles and randomly fired sound bombs and tear gas canisters at the young men. As a result, a number of young men suffered tear gas canisters and a car glass belonging to Ibrahim Khalil Sabarnah was smashed.

• At approximately 02:50, Israeli forces moved into Shuweikah Suburb, north of Tulkarm. They raided and searched a house belonging to Monther Mohammed ‘Azaizah (55) and then arrested him.

• At approximately 04:00, Israeli forces moved in al-Khader village, south of Bethlehem. They raided and searched a house belonging to Mohammed ‘Ali Na’im Salah (15) and then arrested him.

• At approximately 05:00, Israeli forces stationed along the border fence between the Gaza Strip and Israel, opened fire and fired an artillery shell at 2 Palestinian civilians, who were about 250 meters into the east of Um al-Mahd area, east of ‘Abasan al-Jadidah village, east of Khan Younis. As a result, they sustained shrapnel wounds. The injured civilians stayed in the area for an hour after which a number of farmers arrived and transferred them to Gaza European Hospital.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: al-Samou’ and al-Thaheriyah villages in Hebron; Howarah village, south of Nablus.

Monday, 27 May 2019

• At approximately 02:00, Israeli forces moved into Beit Ummer village, north of Hebron. They raided and searched a house belonging to Salman Sha’ban al-Hendi (52) and then handed summonses  to him and his sons Mohammed (18) and Ra’fat (15) to refer to the Israeli Intelligence Service in “Gush Etzion” settlement, south of Bethlehem.

• At approximately 02:30, Israeli forces moved into al-Silah al-Harithiyah village, west of Jenin. They raided and searched a house belonging to Hamidah Jamil Tahainah (30) and then arrested him.

• At approximately 03:00, Israeli forces moved into Deir Abu Mash’al village, northwest of Ramallah. They raided and searched 2 houses belonging to Ahmed Safi ‘Ata (17) and ‘Amr al-Far (17) and then arrested them.

• Around the same time, Israeli forces moved into Ethna village, west of Hebron. They raided and searched a house belonging to Lo’ai Sleman al-Tamizi (36). They then withdrew from the village and no arrests were reported.

• Around the same time, Israeli forces moved into Hebron and stationed in al-Shaikh neighborhood. They raided and searched 2 houses belonging to Othman Mustafa al-Ja’bari (22) and Hamdi Mo’men al-Sharbati (20) and the arrested them.

Tuesday, 28 May 2019

• At approximately 01:30, Israeli forces moved into Nablus. They raided and searched a number of houses from which they arrested 3 civilians namely Ahmed Mohammed Darwish (25), a student a En-Najah National University, Husni ‘Emad al-‘Amoudi (30) and ‘Awni Mazen al-Shakhshir (29).

• At approximately 01:50, Israeli forces moved into ‘Azzoun village, east of Qalqiliyah. They raided and searched a house belonging to Zaki Rebhi Redwan (38) and then arrested him.

• At approximately 02:00, Israeli forces moved into al-Walajah village, northwest of Bethlehm. They raided and searched a house belonging to Mousa Mohammed Abdul Shaikh (24) and then arrested him.

• Around the same time, Israeli forces moved into al-Zawiyah village, west of Salfit. They raided and searched a house belonging to Ahmed Nafe’a Walid Shqour (23) and then arrested him.

• At approximately 02:15, Israeli forces moved into al-Laban eastern village, south of Nablus. They raided and searched a house belonging to Najem Mahmoud ‘Ouwais and then arrested his sons Anas (18) and Mahmoud (22).

• Around the same time, Israeli forces moved into ‘Ourif village, south of Nablus. They raided and searched a house belonging to Oseid Mohammed Abdul Hafith Shehadah and then confiscated his cell phone and laptop. It should be noted that the Israeli forces arrested Oseid on 23 May 2019.

• At approximately 02:30, Israeli forces Shuweikah suburb, north of Tulkarm. They raided and searched a house belonging to Ibrahim Ayoub Shalhoub (23) and then arrested him.

• Around the same time, Israeli forces moved into Yatta, south of Hebron, and stationed in al-Karmel neighborhood. They raided and searched a house belonging to Mohammed Hasan al-Hareni (33) and then arrested him.

• At approximately 03:30, Israeli forces moved into ‘Arabah village, southwest of Jenin. They raided and searched 2 houses belonging to Mohammed Ra’ouf Helmi shaker Hamdan (35) and Mustfa Ahmed ‘Ardah (25) and then arrested them.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: al-Samou’a, Bani Na’im and al-Majd villages in Hebron.

Wednesday, 29 May 2019

• At approximately 02:00, Israeli forces moved into Hebron and stationed in al-Jeldah neighborhood. They raided and searched a house belonging to Shukri ‘Eid Mojahed (40). The Israeli forces then withdrew from the city and no arrests were reported. At approximately 03:00, the Israeli forces moved into the southern area. They raided and searched a house belonging to Mazen ‘Ayed al-Atrash (36) and then arrested him.

Note: During the aforementioned day, Israeli forces conducted (4) incursions in the following areas and no arrests were reported: al-Shuyoukh, Karza, Deir Samet villages, al-‘Aroub refugee camp in Hebron.

Use of Force against Demonstrations in Protest against the U.S. President’s Decision to Recognize Jerusalem as the Capital of Israel:

Israeli forces continued its excessive use of lethal force against peaceful demonstration organized by Palestinian civilians in the West Bank and Gaza Strip, and it was named as “The Great March of Return and Breaking Siege.” The demonstration was in protest against the U.S. President Donald Trump’s declaration to move the U.S. Embassy to it. According to PCHR fieldworkers’ observations, the border area witnessed large participation by Palestinian civilians as the Israeli forces continued to use upon highest military and political echelons excessive force against the peaceful demonstrators, though the demonstration were fully peaceful. The demonstration was as follows during the reporting period:

During the 58th week of the March of Return and Breaking Siege activities, Israeli forces killed a Palestinian civilian and wounded 48, including 11 children, two women, two journalists, and two paramedics. The incidents were as follows:

Gaza Strip:

• Northern Gaza Strip: The Israeli shooting, at Palestinian demonstrators resulted in the injury of Mos’ab Ahmed Mustafa Zaghloul (12), who was hit with a rubber bullet to the head, and Wala’a Ibrahim Nasser al-Najjar (15), who was hit with a rubber bullet to the shoulder

• Central Gaza Strip: The Israeli shooting at Palestinian demonstrators, which continued from 16:00 until 18:00, resulted in the injury of 2 Palestinian civilians, including 2 children. one of the children ( 15), who is from al-Nuseirat, was hit with a tear gas canister to the upper limbs while the other civilian (22), who is from al-Maghazi, was hti with a live bullet to the pelvis.

• Khan Younis: The Israeli shooting at the demonstrators, which continued from 16:30 until 19:00, resulted in the injury of 5 civilians, including a paramedic and a journalist. The wounded paramedic was identified as Dalia Bassam Ahmed Abu Raidah (20), a volunteer paramedic at El-Salam Medical Team, was hit with a tear gas canister to the foot; and the wounded journalist was identified as Fahed ‘Ata Basam Hadayed (24), who was wearing “a Blue Helmet and Vest clearly Marked Press”, was hit with a rubber bullet to the right hand.

• Rafah: The Israeli shooting at the demonstrators, which continued from 17:00 until 18:30, resulted in the injury of 2 civilians

2. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.

Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.

Following table illustrates temporary and permanent checkpoints and arrests at these checkpoints in the West Bank between 23-29 May 2019:

Arrests at Military Checkpoints:

• At approximately 16:20 on Thursday, 23 May 2019, Israeli forces stationed at Za’tarah checkpoint, south of Nablus, arrested ‘Obaida ‘Abed al-Jabbar Abu Roz (22), from al-Zawiyia village, west of Salfit.

• At approximately 16:00 on Saturday, 26 May 2019, Israeli forces stationed at Za’tarah checkpoint, south of Nablus, arrested Hamza ‘Abed al-Latif Fareed Hamad (24), from ‘Inabous village, south of the city. He was then taken to an unknown destination.

• At approximately 11:00 on Sunday, 26 May 2019, Israeli police arrested the two siblings Zaidan (44) and Mofeed Mohamed Shaker al-Shorbati (56), from the closed al-Shuhada street neighborhood in Hebron’s Old City. They were then taken to an Israeli police center in “Kiryat Arba’” settlement, east of the city. The two siblings were arrested after a group of Israeli settlers submitted a complaint against them. It should be noted that the settlers attacked Zidan and Mofeed’s family on al-Shuhada Street and beat Mofeed. Two hours later, they were released on bail estimated at NIS 2000.

• At approximately 16:00 on Monday, 27 May 2019, Israeli forces stationed at Qalandia checkpoint north of occupied East Jerusalem, arrested al-Shiekh Nour al-Deen Ishaq al-Rajbi (57) while passing through the checkpoint. He was then taken to an unknown destination.

• Efforts to Create A Jewish majority

Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:

Arrests and Incursions:

• At approximately 23:00 on Friday, 24 May 2019, Israeli forces moved into Baten al-Hawa neighborhood in Silwan village, south of occupied East Jerusalem’s Old City. They raided and searched 2 houses belonging to Jadallah Hamza al-Rajbi (39) and Yazan ‘Atallah al-Rajbi (19) and then arrested both of them.

• At approximately 03:00 on Saturday, 25 May 2019, Israeli forces moved into al-‘Izariyia village, east of occupied East Jerusalem and then stationed in Salah al-Deen area. The Israeli forces raided and searched a house belonging to Mohamed Adkidak and then arrested his 2 sons Hazem (27) and Ghaleb (24).

• At approximately 19:30, Israeli forces attacked and pepper-sprayed dozens of Palestinian young men on al-Wad Street in occupied East Jerusalem’s Old City. As a result, 5 Palestinians suffered burns and sustained wounds. Moreover, the Israeli forces arrested 2 Palestinians and then took them to al-Qashlah investigation center in the Old City. Eyewitnesses said that the Israeli forces provoked the Palestinian young men on al-Wad Street and then pursued them. The eyewitness added that the Israeli forces deployed and surrounded the street, pepper-sprayed at the Palestinian young men, and then arrested 2 of them. One of the arrested civilians was identified as Ahmed al-Tarahouni (23), who was then taken to al-Qashlah police center, despite sustaining wounds to the face.

• At approximately 21:00 on Saturday, Israeli forces arrested Omar Basem Zaghir (20) while passing through al-Wad Street in occupied East Jerusalem’s Old City. He was then taken to an investigation center.

• At approximately 01:00 on Sunday, 26 May 2019, Israeli forces moved into Baten al-Hawa neighborhood in Silwan village, south of occupied East Jerusalem. They raided and searched 2 houses belonging to Loai Sami al-Rajbi (26) and Mo’taz al-Rajbi (24) and then arrested both of them.

• On Sunday, 26 May 2019, Israeli police attacked al-Mo’takefeen, who are staying in the al-Aqsa Mosque for a certain number of days to perform prayers, in occupied East Jerusalem’s Old City. The Israeli police severely beat them and then arrested 3 of them, coinciding with storming the al-Aqsa Mosque by dozens of Israeli settlers. Feras al-Debes, Head of Media and Public Relation Department in the Islamic Endowments (Awqaf), said that the Israeli police allowed the Israeli settlers to raid al-Aqsa Mosque, despite a prior agreement that prevents the settlers from raiding the mosque. He added that the police attempt to change this agreement in the coming 2 years and allow the settlers to raid the mosque as the last year. Al-Debes said that the Israeli police and forces were in the al-Aqsa Mosque to protect the Israeli settlers while raiding the mosque. It should be noted that around 73 Israeli settlers were allowed to wander in the al-Aqsa Mosque’s yards. Eyewitnesses said that the Mo’takefeen confronted the settlers and threw empty bottles at them, so the Israeli police intervened. The eyewitnesses also clarified that 3 of the Mo’takefeen were arrested after severely beating them and taking them to al-Magharebah Gate. After that, they were taken to an Israeli detention facility in the Old City.

• At approximately 03:00 on Monday, 27 May 2019, Israeli forces moved into al-Qutnah village, northwest of occupied East Jerusalem. They raided and searched a house belonging to Hitham Mazen al-Faqieh (29) and then arrested him.

• At approximately 04:00m Israeli forces moved into Silwan village, south of occupied East Jerusalem. They raided and searched a house belonging to Mohamed Salah Shehada (26) and then arrested him.

• At approximately 09:00 on Monday, Israeli forces arrested 3 Palestinian civilians near al-Majles Gate, one of al-Aqsa Mosque Gates, in occupied East Jerusalem’s Old City. The arrested Palestinians were identified as Mohamed ‘Abdullah Abu Shosha (29), Ibrahim Na’iem Khalil (27) and Mos’ab Doweek (26). They were then taken to investigation centers in the Old City..
• At approximately 05:00 on Tuesday, 28 May 2019, Israeli forces moved into Hizmah village, northeast of occupied East Jerusalem. They raided and searched houses, from which they arrested 8 children. The arrested children were identified as Laith Malek Subaieh (16), Nour Hani Motawi’ (17), Saqer Kahlil Abu Kahlil (17), Ahmed Amjad Mousa Subaeih (16), Ahmed Mohamed Foad al-Khatib (16), Mohamed Salama ‘Odah Subeaieh (15), Mahdi Hasan Salah al-Deen (16), and Mohamed Ramadan al-Khatib (17).

• At approximately 04:00 on Wednesday, 29 May 2019, Israeli forces moved into Abu Dies village, east of occupied East Jerusalem. They raided and searched a house belonging to Rajaa Mohamed Mahmoud Omar (30) and then arrested her. She was then taken to al-Maskobiyia investigation center in West Jerusalem. It should be noted that Rajaa fainted while arresting her.

• Settlement activities and attacks by settlers against Palestinian civilians and property

Israeli forces’ attacks:

• On Thursday, 23 May 2019, Israeli bulldozers demolished an under-construction house in Khalyil al-Louz area near al-‘Abayyat village, east of Bethlehem, under the pretext of non-licensing. Hasan Barijiyah, Head of the Wall and Settlement Resistance Commission in Bethlehem, said that the Israeli bulldozers moved into Khalyil al-Louz area and demolished an under-construction house, which was comprised of 2 story. The house belongs to a person from Surbaher village in occupied East Jerusalem.

• On Monday, 27 May 2019, Israeli forces destroyed an agricultural facility in Shoshahla village near al- Khadir village, south of Bethlehem, under the pretext of non-licensing. Eyewitnesses said that at approximately 11:00, the Israeli forces accompanied with a bulldozer moved into Shoshahla village. The bulldozer demolished a 40-sqaure-meter agricultural room without a prior warning. The room belongs to Mohamed Ahmed Salah.

• Recommendations to the International Community

PCHR warns of the escalating settlement construction in the West Bank, the attempts to legitimize settlement outposts established on Palestinian lands in the West Bank and the continued summary executions of Palestinian civilians under the pretext that they pose a security threat to the Israeli forces. PCHR reminds the international community that thousands of Palestinian civilians have been rendered homeless and lived in caravans under tragic circumstances due to the latest Israeli offensive on the Gaza Strip that has been under a tight closure for almost 11 years. PCHR welcomes the UN Security Council’s Resolution No. 2334, which states that settlements are a blatant violation of the Geneva Conventions and calls upon Israel to stop them and not to recognize any demographic change in the oPt since 1967.  PCHR hopes this resolution will pave the way for eliminating the settlement crime and bring to justice those responsible for it. PCHR further reiterates that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation in spite of Israel’s unilateral disengagement plan of 2005.  PCHR emphasizes that there is international recognition of Israel’s obligation to respect international human rights instruments and international humanitarian law.  Israel is bound to apply international human rights law and the law of war, sometimes reciprocally and other times in parallel, in a way that achieves the best protection for civilians and remedy for the victims.
