Statement by the Ministry of Foreign Affairs and Expatriates of the State of Palestine Welcoming the Joint Letter by Nine EU Foreign Ministers on the Implementation of the ICJ Advisory Opinion

The State of Palestine welcomes the important letter issued on 16 June 2025 by the Foreign Ministers of Belgium, Finland, Ireland, Luxembourg, Poland, Portugal, Slovenia, Spain, and Sweden to the High Representative of the European Union, calling on the EU to implement the ICJ Advisory Opinion in its relations with Israel. We commend their principled commitment to upholding international law, the Charter of the United Nations, and the EU’s legal obligations.

The Ministers’ call for concrete measures to ensure the European Union’s compliance with the International Court of Justice’s Advisory Opinion of 19 July 2024 marks a significant step toward accountability and the rule of law. Their reaffirmation of the obligation not to recognize, aid, or assist Israel’s illegal presence in the Occupied Palestinian Territory, including East Jerusalem, reflects the growing international consensus on the urgency of ending impunity and supporting the inalienable rights of the Palestinian people mainly the right to self-determination in an independent and sovereign State.

The State of Palestine urges all EU institutions and Member States to act swiftly and decisively on this call by adopting concrete policy measures, including a clear timeline for implementation, in alignment with the Court’s conclusions and UN General Assembly Resolution ES-10/24, adopted on 18 September 2024, which calls for an end to the occupation within 12 months.

The State of Palestine remains committed to constructive engagement with all international partners to ensure full respect for international law and to advance a just and lasting peace based on the two-State solution.
